EU REGULATIONS

New EU Regulations are in effect as of January 1, 2011, whereby the European Union will require carriers to submit shipment details to European enforcement agencies 24 hours prior to vessel arrival at port of loading.

Please check with your customer service representative for the cut off date for Proof of Report (POR). If cargo has already been delivered to our receiving warehouse and is rolled due to missing documentation, any demurrage costs will be for the account of the cargo.

CIFFA ANNOUNCES RECIPIENT OF THE 2010 SCHOLARSHIP
Toronto – The Board of Directors of CIFFA is pleased to announce the recipient of the 2010 Scholarship award. Mr. Fatin Ishraq Chowdhury, whose father works with CIFFA Member Kuehne & Nagel in Mississauga, received his scholarship cheque and plaque at a Board meeting earlier this month. At its 2009 Annual General Meeting, the Canadian International Freight Forwarders Association (CIFFA) announced the introduction of an annual Scholarship Program which disburses funds annually to children of CIFFA’s 249 Regular Member employees who are pursuing higher learning in an accredited Canadian college or university. The objectives of the CIFFA Scholarship program are to:

Promote higher learning in international trade, logistics and commerce.
Increase awareness of freight forwarding as a career among children of CIFFA Regular Members’ employees.
Support the children of CIFFA Regular Members’ employees in achieving higher learning designations.


At the recent Board of Directors meeting held in Toronto, CIFFA President, Marc Bibeau and Immediate Past President, Robert Walker presented the association’s first scholarship award to Mr. Chowdhury. On behalf of the Board of Directors and Members, Mr. Bibeau added his congratulations saying, “We hope that Fatin will be one of our shining stars, and we wish him continued success”. Fatin thanked CIFFA and the Board of Directors for awarding him this $3,000 scholarship which will assist him with his expenses at the University of Waterloo. “As a student of environment studies I believe I will be able to use my skills as I enter the industry in the future.”

ATA APPLAUDS FACC RECOMMENDATIONS
The Air Transport Association of America (ATA) has applauded the recommendations of the Future of Aviation Advisory Committee (FAAC) regarding the necessary policy changes to ensure the viability and global competitiveness of the US aviation industry.

The FAAC consists of a cross-section of aviation stakeholders: airlines, airports, manufacturers, labour, academia, finance, consumer interests and general aviation. The recommendations, which the FAAC has formally approved and presented to Secretary of Transportation earlier this week, address some of the most challenging and complex economic, environmental, safety and labour issues confronting the US airline industry in an increasingly global and highly competitive market.

The ATA supports and is encouraged by the recommendations, which would:

Foster global airline alliances and unfettered access to the largest and fastest-growing global markets through Open Skies agreements.
Accelerate NextGen implementation by providing government financial incentives to airline operators for equipage
Ensure that the federal aviation tax burden does not undermine the viability and competitiveness of the airline industry
Mitigate jet-fuel price volatility by supporting federal regulatory efforts to mitigate the impact of speculative activity on the price of oil
Reduce the impact of aviation on the environment through the use of sustainable fuels and improved aircraft technology
Further enhance aviation safety by strengthening FAA voluntary data-sharing programs and safety-risk discovery capabilities

The ATA believes these recommendations will help the US airline industry continue its economic recovery, and the organisation would work with the administration to ensure that the FAAC recommendations are implemented expeditiously

NIGERIA'S ENUGU AIRPORT RE-OPENED
The Nigerian government is re-opened Akanu Ibiam international airport in Enugu for daylight visual flight operations, following the completion of a runway upgrade.

The first phase of runway rehabilitation included asphalting, expanding and extending the runway from 2,400 to 3,000 m and widening it from 45 to 60 m. The second phase of the project, to be completed in June 2011, will include the construction of a new taxiway, extending the apron and installing a category 2 airfield lighting system. The fully-upgraded runway will be able to welcome wide-bodied aircraft such as the Boeing B747.


HANJIN TO OUTSOURCE U.S. EXPORT DOCUMENTATION
Hanjin Shipping plans to outsource the export documentation function now performed in four North American service centers to a new documentation center in Port Kelang, Malaysia, by next May reports the Journal of Commerce.

The shipping line also plans to combine its four customer service centers in the U.S. into two existing offices. The plan was announced on Wednesday to Hanjin’s North American staff. Hanjin will relocate its Chicago and Houston customer service functions to existing centers in Atlanta and Houston, respectively, creating additional jobs in those cities. The carrier will keep the Chicago and Houston offices for sales operations. The changes are expected to be completed by the end of April.

NORMAL SERVICE IS RESUMED AT ITAJAI, BRAZIL
Almost exactly two years after Brazil’s port of Itajai closed due to flooding of the Itajai-Acu River, the reconstructed Berth 2 has resumed normal operations with its first vessel call reports IFW.

On 24 November two years after the flood swept away two berths and temporarily closed the port, normal service was resumed at the new Berth 2. Following the complete reconstruction of the 273-metre berth, APM Terminals Itajai resumed control of the facility on 13 September from the Italai Port Authority. In 2008, Itajai was Brazil’s second-largest container port, after Santos, with throughput of nearly 700,000teu.

MILLTOWN, NB PORT OF ENTRY TEMPORARILY CLOSED
As a result of weather related flooding in the area, the Canada Border Services Agency (CBSA) has temporarily closed the Milltown New Brunswick Port of Entry.

Travelers are urged to use the St. Stephen Port of Entry until further notice. Please check Border Wait Times for updates on the St. Stephen Port of Entry and wait times at other locations.

CANADA'S WOOD PRODUCTS INDUSTRY: INDUSTRIAL OUTLOOK AUTUMN 2010
The Conference Board of Canada has released a detailed five-year forecast report of Canada’s Wood Products Industry. Some of the highlights include:

U.S. Housing Market - While uncertainty permeates the U.S. housing market, housing starts have begun to recover and strong increases are expected in the next few years.
Canadian Housing Market - The market became overheated at the end of 2009 and beginning of 2010, and now faces a correction that will result in fewer housing starts in 2011
Chinese Demand - After Russia placed a tax on wood exports, China turned to Canadian producers as a replacement source. Exports were up 78 per cent over the first nine months of 2010 and show no signs of slowing

FIATA - EU SECURITY RULES COMING INTO EFFECT JANUARY 1, 2011
The following is a bulletin from FIATA regarding the EU’s new Security Rules.

FIATA MTI - Multimodal Transport Institute and CAI - Customs Affairs Institute informed with active help from CLECAT during meetings at the FIATA World Congress and HQ sessions and via the FIATA Document Delivery System about the European Commission's new Security Rules which enter fully into force as from January 1st 2011. Relevant security data has had in principle to be provided before the goods enter or leave the European Community customs territory. The security data has to be sent electronically by economic operators with the possibility of exchanging this information with Member States administrations.

From 1 January 2011 this advance declaration is an obligation for traders and no longer an option. In other words, the transitional period (introduced on 1 July 2009) ends.

As of 1 January 2011 relevant security data have to be sent before the arrival of the goods on the EU customs territory. If from 1 January 2011 goods were not declared in advance or – in other words – if safety and security data were not sent in advance, then goods have to be declared immediately on arrival at the border, which can delay the customs clearance of consignments at the border pending the results of risk analysis for safety and security purposes.

The European Commission has sent out last Monday the E-mail News giving a web-link to the European Custom Information Portal: http://ec.europa.eu/ecip/index_en.htm. The portal contains Model transactions.

The section contains model transactions for the most common customs transactions involving import, export and transit. Each scenario shows the different stages of the transaction and gives relevant explanations and links. Members are encouraged to review the information provided.
