STRIKES ON HOLD AT LUFTHANSA CARGO - LH CONCLUDES TESTS LIGHTWEIGHT CONTAINER

Lufthansa Airline has told customers not to expect any strikes for the time being. There was a recent walk-out due to a wage dispute between the pilots' union Cockpit and the carrier. However, the airline and its pilots were able to reach an agreement at the Frankfurt labour court a couple of weeks ago. Under the terms of the pact, the two parties will resume tariff negotiations.

LH AND AUSTRIAN CARGO TO MERGE OPERATIONS JULY 1, 2010
Lufthansa Cargo and Austrian Airlines have agreed to step up their co-operation in the airfreight sector, and will merge the global distribution activities, effective July 1st. Under the new agreement, the flow of cargo traffic through the hubs at Frankfurt, Munich and Vienna will be optimised, and both companies' product portfolios and production processes will be harmonised. In future, the two companies will jointly route their cargo traffic through the Vienna hub and boost freight flows.

Lufthansa Cargo and Austrian Cargo will also integrate their freight handling and distribution activities in Austria. In all other countries worldwide, freight activities will in future be amalgamated under the aegis of Lufthansa Cargo.


TSA CARRIERS ADJUST SURCHARGES
The carrier members of the Transpacific Stabilization Agreement (TSA), serving the East Asia/USA trade lane announced several changes to fuel surcharges effective April 1, 2010. The TSA Carriers also applauded the decision of Federal Maritime Commission, after a 45-day review, to allow its members to discuss and coordinate strategies that will reduce air and water pollution, as well as vessel fuel consumption.

Bunker Adjustment Factors (BAF) calculated using TSA’s old monthly formula will decrease effective April 1, 2010 to US$688 per 20ft ctr, US$860 per 40ft ctr, US$968 per 40ft hi-cube ctr, US$1089 per 45ft ctr, and US$19 per WM (LCL). However, the “New Formula BAF” for the April-June 2010 quarter will increase slightly to US$368 per 40ft ctr to US Pacific Coast Ports and US$727 per 40ft ctr to US Atlantic and Gulf ports, with other container sizes charged accordingly.

Inland Fuel Charges (IFC) will increase April 1, 2010 to US$211 per ctr for shipments to IPI destinations served via West Coast Ports, US$106 per ctr for shipments to RIPI destinations served via East Coast Ports, and US$61 per ctr for shipments to Group 4 Points in California, Oregon and Washington and to East Coast local store door points.

The Emergency Revenue Charge (ERC) of US$320 per 20ft ctr; US$400 per 40ft ctr, US$450 per 40ft high-cube, and US$505 per 45ft ctr that was recently implemented by most of the TSA Carrier members remains in effect. The ERC is an interim charge that is distinct from the previously announced 2010 General Rate Increase (GRI) of US$800 per FEU for West Coast port-to-port and local cargo, and US$1,000 per FEU for all other all-water and intermodal shipments.

Several of the TSA Carriers have said the ERC will expire upon execution of new contracts in 2010. However, their tariffs do not yet reflect expiration dates for the ERC or new rules for the 2010 GRIs – these are expected soon. The amendment to the TSA Carrier agreement that allows the carriers to coordinate their implementation of slow steaming took effect on February 6, 2010 without opposition from the FMC. Slow steaming allows vessels to save fuel, which reduces their emissions and provides substantial cost savings.
 
CP REMINDER - QUEBEC SPRING THAW RESTRICTIONS INTERMODAL
The Quebec Ministry of Transport implemented the annual spring thaw weight restrictions on March 1, 2010.

CP will not accept/ingate any overweight containers. Shipment weights must be reduced and evenly distributed in the unit in order to avoid possible charges and fines associated with overweight loads. CP will not accept responsibility for any such charges. Overweight loads will be returned to the Shipper at their own expense.

Once Quebec Spring Thaw restrictions have been published by the Quebec Ministry of Transport, CP will advise when the restrictions will end. For maximum weights by container series and chassis type, click here:


CN NOTICE SPRING THAW PROVINCE OF QUEBEC

To all CN retail customers shipping to/from the province of Quebec, the 2010 spring thaw period is coming fast for the Province of Quebec. Please be advised that it is imperative that the weight of the loads be reduced as per the requirements below particularly if the shipment arrival date is expected to be near or on the beginning date of the thaw period.

Effective at Midnight March 5th, CN will turn away any load greater than the weights below. It is very important to understand that if CN is required to deliver any load found to be overweight, additional charges will apply per the applicable tariff. These will be the responsibility of the freight payer.

Beginning of The Spring Thaw Quebec:
The Quebec Ministry of Transportation (Transports Quebec) is about to announce the start of the Spring Thaw Period. CN invites you to visit the Ministry’s web page on a daily basis for the start dates, the weight limitations, and their phone number for road conditions (Spring Thaw dates will be part of their voice message): Click here for more information

The Ministry only provides 24 hours notice before implementation. Therefore all weights must be reduced on loads expected to arrive on or after the beginning of the thaw period. Shipment weights must be reduced and evenly distributed in the unit in order to avoid possible charges and fines associated with overweight loads during the spring thaw period in Quebec. CN will not take responsibility for any such charges. Listed below are the allowable net weights for most of the present CN cube:

Steamship container 20’ dry cube - 55,000 lb. (tridem chassis only)
Steamship container 40' dry cube - 52,590 lb. (tridem chassis only)
53' dry rail container - 49,600 lb. (tridem chassis only)
53' heater rail container - 48,230 lb. (tridem chassis only)

CN REMINDER - NET WEIGHT SURCHARGES FOR 20FT INTERMODAL CONTAINERS - MAY 1ST, 2010
20 ft containers in excess of 47,900 lbs net weight - Tariff 6800 (Item 5200), Tariff 9100.

As communicated by CN on October 30th, 2009, the overweight surcharge ($325 CDN or $260 US) for 20ft marine containers will apply on shipments weighing more than 47,900 lbs net. CN will continue to allow up to 55,000 pounds net weight in 20' marine containers.

HAPAG LLOYD GRI CANADA PACIFIC COAST TO CENTRAL & SOUTH AMERICA PACIFIC COAST
Hapag-Lloyd will implement a General Rate Increase (GRI) as follows with effect from April 1, 2010:

Canada (via West Coast Canadian Ports) to Central and South American Pacific Coast Ports (Mexico, Guatemala, El Salvador, Honduras, Costa Rica, Colombia, Ecuador, Peru, Chile). USD$150 per 20' container and USD$300 per 40' container.

The following commodities are excluded: Agricultural Products (including Pulses, Beans and Lentils).

HAPAG LLOYD GENERAL RATE INCREASE EASTBOUND TRANS-PACIFIC TRADE TO CANADA
Hapag-Lloyd will implement a General Rate Increase (GRI) on all dry, reefer, flat rack and open-top containers from East Asia and the Indian Subcontinent to all Canada destinations as follows:

Effective Date: March 15, 2010 (Date of Cargo receipt at origin)
1) To Vancouver local and door cargo
 USD 320 per 20' Container
 USD 400 per 40' Container
 USD 450 per 40' High Cube Container

2) To All Inter-Modal and East Coast all-water
 USD 400 per 20' Container
 USD 500 per 40' Container
 USD 565 per 40' High Cube Container

East Asia comprises Japan, Republic of Korea, Taiwan, Hong Kong, China (PRC), Vietnam, Laos, Cambodia, Thailand, Myanmar, Malaysia, Singapore, Brunei, Indonesia, Philippines and the Russian Pacific Ports of Vladivostok and Vostochny. Indian Subcontinent comprises India, Pakistan, Bangladesh, Sri Lanka and the Maldives

ACL TO INCREASE TRANSATLANTIC RATES ON APRIL 1
Atlantic Container Line has advised that it will increase rates between northern Europe and North America beginning April 1. The increase, which is applicable eastbound and westbound, is $250 per 20-foot container and $400 per 40-foot container.

OSCO CANADA BUNKER ADJUSTMENT FACTOR (BAF) FOR EASTBOUND CARGO
Effective April 01, 2010, COSCO will be adjusting the Bunker Adjustment Factor (BAF) for all eastbound cargo to Canada for the 2nd Quarter of 2010. Effective April 01, 2010, the BAF for all eastbound cargo from Far East & Indian Sub-Continent to all Canadian destinations will be as follows:

MSC GRI ANNOUNCEMENT EXPORTS FROM NORTH AMERICA TO EUROPE & MEDITERRANEA
MSC Mediterranean Shipping Company SA advised that it will implement a General Rate Increase effective 1st April 2010:

- From Canada to NWC & UK incl. Scan / Baltic region, rates will increase by US$200 per 20’ and US$350 per 40’
- From Canada to West Mediterranean rates will increase by US$200 per 20’ and US$350 per 40’
- From USA to NWC & UK incl. Scan / Baltic region, rates will increase by US$150 per 20’ and US$250 per 40’
- From USA to West Mediterranean rates will increase by US$150 per 20’ and US$250 per 40’.


CMA CGM ANNOUNCES RATE RESTORATION PROGRAM ON SEVERAL OF ITS LINES
The CMA CGM Group has advised they will apply a rate restoration program on its lines as follows effective April 1st, 2010

From the West Med, East Med, Black Sea and North Africa to the US East Coast trades +USD 300 per container 20’ and +USD 400 per container 40’.

From all origins except Europe to the Indian Ocean +USD 350 per container 20’.

CMA CGM ANNOUNCES RATE RESTORATION PROGRAM ON SEVERAL OF ITS LINES
The purpose of this notice is to explain the key changes to the AMPS regime as a result of the AMPS Review. Essentially, penalty amounts have changed, however the way regions assess penalties will not change in 2010 as the identified changes will all be automated.

Contravention code numbers will remain as they are today until the full collapsing of all contraventions is implemented in 2011-2012. The implementation of the revised penalty system will occur in phases. Full details at
