CANADA BORDER SERVICE AGENCY - MEMO D3-1-7, CUSTOMS SELF ASSESSMENT PROGRAM FOR CARRIERS

Memorandum D3-1-7 has been written to provide regulatory and procedural information about the Customs Self Assessment (CSA) Program for Carriers.

It reflects amendments made to the Accounting of Imported Goods and Payment of Duties Regulations, Reporting of Imported Goods Regulations and Transportation of Goods Regulations explaining the requirements for the CSA program. * IMPORTANT REMINDER - CONTAINERS WITH IMPOPERLY MARKED WOOD, INFESTATIONS, SOIL ARE RETURNED TO ORIGIN
One very important issue is causing the refusal of entry into Canada of containers both FCL and more frequently LCL consolidations.

Failure of non processed wood packaging to indicate the required ISPM 15 “brand” and /or the presence of insect infestation. At http://www.inspection.gc.ca/english/plaveg/protect/dir/d-98-08e.shtml the CFIA regulations on wood packaging, as enforced by the CBSA (see link above).

It is important that overseas suppliers/offices/agents understand that only fumigation of “containers” to Canada is not an acceptable wood packaging treatment process. All wood packaging (unless it is a type of wood that does not require treatment as a result of its manufacturing process, i.e. plywood, osb, etc. etc.) Must show the required ISPM 15 stamp/brand.

While fumigation is an acceptable treatment of wood packaging TO ENABLE it to bear the ISPM15 stamp or brand, it is NOT an acceptable treatment for wood packing WITHOUT the stamp or brand.

Containers with wood packaging that does not indicate the required stamp or brand WILL BE REJECTED by Canadian authorities EVEN if the whole box has been fumigated.

The financial costs related to a container’s refusal entry into Canada and to return same to origin are significant, to say nothing of the commercial impact for the seller and buyer. Please ensure that your staff and overseas loading facilities are made aware of these requirements.

KOREAN AIR CARGO ADDING SERVICE AT TORONTO PEARSON
The Greater Toronto Airports Authority (GTAA) announced that Korean Air Cargo will be increasing its freighter service at Toronto Pearson.

Beginning in early September, the airline will be adding a third weekly B747-400F flight, bringing their frequency up to a Wednesday, Friday, Saturday service. The B747-400 aircraft is one of the most fuel efficient and quietest in its class. Canada’s new open skies agreement with South Korea and the GTAA’s reduced landing fees for all-cargo aircraft that were announced in June of last year facilitated the expansion of Korean Air’s cargo schedule in Toronto.
 

ICC GLOBAL ECONOMIC INDEX RISES FOR SECOND STRAIGHT QUARTER 
The world economic climate index rose significantly in the third quarter, its second consecutive increase resulting mainly from favourable future economic expectations but also from a slight improvement in the global economy.

The climate indicator rose to 78.7 points from 64.4 points in April and 50.1 points in January, according to the latest survey by ICC and the Ifo Institute for Economic Research. Full details can be found at: http://www.iccwbo.org/iccdceaa/index.html

ADVANCE RULINGS FOR TARIFF CLASSIFICATION
The Canada Border Service Agency publishes advance rulings to help the importing community determine the proper tariff classification of goods.
